Place 6 cups onto a small baking tray or pan. (This just makes it easier to move the cups into the fridge and out of the fridge without disturbance)
Bring 1 cup of water to boil.
Pour boiling water over blue jello packet in a small bowl. Stir for 2 minutes.
Allow to cool for 10-20 minutes until it's no longer warm.
Pour blue jello evenly into the 6 cups. (I used a funnel to pour each layer, to keep it from dripping on the sides)
Transfer cups to the refrigerator for about 20 minutes or until the jello is set.
Bring 1 cup of water to boil.
Pour boiling water over the unflavored gelatin packet in a small bowl. Stir for 2 minutes.
Then carefully stir in the sweetened condensed milk.
Allow to cool for 10-20 minutes until the jello is no longer warm.
Carefully pour the white gelatin over the top of the blue jello in each cup, evenly.
Transfer cups to the refrigerator for about 20 minutes or until the jello is set.
Bring 1 cup of water to boil.
Pour boiling water over red jello packet in a small bowl. Stir for 2 minutes.
Allow the red jello to cool for 10-20 minutes until it's no longer warm.
Carefully pour the red jello over the top of the white gelatin in each cup, evenly.
Place in the fridge to set completely for 1 to 2 hours.
When ready to serve, top each cup with fresh whipped cream.
Top whipped cream with sprinkles and a maraschino cherry if desired
